Portland: Shelter Development HomeAid Model

What we do:
Home Builders Foundation is the BRIDGE between homeless care providers and the home building community. We build dignified housing where homeless families and individuals can rebuild their lives.

How it works:
1) HBF performs comprehensive review of care provider & project
2) HBF recruits a Builder Captain
3) Together, enlist vendors, suppliers to donation materials and labor
4) Typically we build the shelter for half of normal costs.

Why it works:
Housing is built with donated labor and materials, enabling care providers to focus their resources and attention on service programs.

Every dollar invested results in an average of $2-3 of in-kind labor and materials.

 


Portland:  Shelter Development Cordero House, Tigard

Operating community-based programs in OR and WA since 1972, Janus Youth Programs operates 20 programs: Across the continuum, they care for 200+ youth annually, reach over 6,000 children, youth and families, employs a workforce of 275 individuals (most w/ 10-30 yrs with the agency), and invests nearly $0.88 of every dollar into client services. 

Cordero House has been in operation since 1976 treating high risk boys. 80% of the residents have been sexually abused, most in their family setting. The majority are themselves convicted offenders, but they are adjudicated with “relief from registration” and not considered felons with a 100% recidivism rate at the Cordero House.

 Regarded as one of the most successful community-based treatment programs in the state for juveniles in custody of the Oregon Youth Authority, Cordero’s current waiting list to accept new clients has grown to over a year’s wait before a vacancy becomes available. For nearly two years running now, the program has been turning away an average of five new referrals from the Oregon Youth Authority every week due to lack of bed space.

 Project Summary – The proposed Cordero House renovation project will allow an increase in capacity from 12 to 14 youth with the addition of 2 additional bedrooms and an accompanying bathroom/shower, add a large family treatment room, significantly overhaul the kitchen and eating area, expand the current rear porch area to accommodate a new therapist office and bathroom, and reconfigure two new building entrances and a new covered porch.

 Coupled with the proposed renovation is some much needed additional updating to the 5,071 square foot facility built in 1915 including new siding and improvement to the facility’s parking area. Once complete the renovation will increase livability space by 993 square feet.
